
Commercial space will account for 25 per cent of the NSW Government–backed first land release in Bradfield City, with the site planned to be progressively released to the market to support manufacturing-linked industry, education and other employment uses alongside new housing in Western Sydney.
According to the NSW Government, the 5.7-hectare site – known as Bradfield City’s First Land Release or Superlot 1 – is the first major parcel in the new city to be released to the private sector and is intended to “unlock new homes, jobs and industries in Western Sydney,” including manufacturing-linked activities.
In a statement, the government said the site will deliver up to 1,400 homes alongside commercial and institutional uses, with manufacturing and industry capability supported through proximity to the Advanced Manufacturing Readiness Facility (AMRF).
The development is being delivered through a long-term partnership between the Bradfield Development Authority (BDA) and Plenary Group, which was appointed as development partner in late 2025.
The NSW Government said the project is designed to “transform the heart of Bradfield City” by integrating residential development with employment-generating uses, including manufacturing-adjacent businesses, education and services.
A key feature of the plan is that 25 per cent of the site has been allocated to commercial space, which the government said will be “released to the market over time.”
This commercial component is expected to include space for advanced industry and manufacturing-related businesses, a university campus located next to the AMRF, retail, hospitality, and other employment uses.
“The First Land Release will deliver commercial opportunities alongside housing, ensuring Bradfield City supports jobs and industry from its earliest stages,” the NSW Government said. It added that the commercial space is intended to attract “advanced industry businesses to locate in Bradfield City,” reinforcing the precinct’s manufacturing and innovation role.
The NSW Government said the precinct will have development potential of up to 170,000 square metres of gross floor area and will include a minimum of 10 per cent affordable housing. Essential services such as childcare, health facilities, retail, and a hotel and conference centre are also planned.
Plenary Group, working with the BDA, will oversee delivery of the mixed-use precinct adjacent to Bradfield City’s First Building, Central Park and the future Sydney Metro station.
The government said this location was selected to ensure strong transport and employment connections for residents, workers and businesses, including manufacturing-focused tenants.
Connectivity was highlighted as a key advantage, with the NSW Government noting the site’s access to the curfew-free Western Sydney International Airport, the Sydney Metro – Western Sydney Airport line, and the M12 Motorway linking to the M7.
The government said this infrastructure is expected to support industrial and manufacturing-related activity that relies on freight, logistics and global access.
Sustainability commitments outlined by the NSW Government include targeting net zero emissions, on-site renewable energy generation and storage, and Green Star and NABERS-certified buildings. The government said the precinct will also incorporate nature-positive design and smart infrastructure to support connectivity and safety.
Looking ahead, the NSW Government said Plenary Group is expected to begin early development stages in 2026, including market processes for a university partner or commercial anchor institution, and the lodgement of State Significant Development Applications for housing, commercial, hotel and food and beverage components.
The government said applications will also be made to the Commonwealth’s Housing Affordability Future Fund to support housing delivery by mid-2029, within the Housing Accord period.
