
Hazer Group Ltd has entered into a non-binding memorandum of understanding and graphite offtake letter of intent with Green Steel of WA Collie Pty Ltd, in a move aimed at supporting low-emissions steel manufacturing in Western Australia.
In an ASX announcement, Hazer said the proposed agreement covers the supply of up to 85,000 tonnes of graphite over a 10-year period, or 8,500 tonnes annually, for use in the planned Collie Steel Mill. Pricing is to be linked to the anthracite benchmark, a commonly used carbon material in steelmaking.
The company said the arrangement represents its first commercial graphite offtake framework with a steelmaking customer and reflects increasing industrial interest in its technology and co-products.
Hazer chief executive officer and managing director Glenn Corrie said the agreement marked progress in the company’s commercial strategy.
“This graphite offtake represents a major milestone for Hazer and a significant step forward for our graphite monetisation strategy,” he said.
Corrie added that the collaboration demonstrates the relevance of Hazer’s technology in steel manufacturing.
“We are very pleased to be collaborating with Green Steel WA to supply locally produced graphite for their clean steel project,” he said. “This deal is another endorsement of Hazer’s competitive advantage and direct applicability to low-emissions steel manufacturing.”
Under the proposed terms, graphite would be supplied from future Hazer facilities and used as a recarburiser in the mill’s electric arc furnace, replacing anthracite, subject to further testing. Supply is expected to begin in 2030.
Azlan Ho said the agreement aligns with the company’s plans to develop a low-emissions steelmaking operation in Collie. “The synergies between Hazer’s technology and its products with our vision for clean steel making… as well as promoting local manufacturing and processing… are self-evident,” he said.
He added that the use of Hazer’s graphite could further reduce emissions intensity. “We look forward to working with Hazer to undertake the remaining testing and the introduction of Hazer graphite into our clean steel production line,” Ho said.
The Collie Steel Mill project is expected to commence construction in late 2026, with early operations targeted for 2028. Once completed, it is expected to be Western Australia’s first steel mill and the first new steel mill built in Australia in more than 30 years.
Hazer said its proprietary process produces hydrogen and graphite from natural gas without generating carbon dioxide as a by-product, offering potential applications in decarbonising steel manufacturing.
The company added that early offtake agreements such as this are intended to support market development and price discovery for graphite as deployment of its technology expands.
